Message from your REVP

Dear Friends,

I’m pleased to invite you to the 10th PSAC-NCR Triennial Regional Convention taking place June 5–7, 2026 at the Hilton Lac-Leamy Hotel in Gatineau, QC. Convention is your opportunity to gather with other members in the National Capital Region, set priorities, and shape the direction of our union.

At a time when members are facing significant challenges — from employer-driven return-to-office mandates to ongoing concerns about workforce adjustment, job security, and respect at work — it’s more important than ever that we stand together. Convention is where we share our experiences, debate solutions, and build collective strategies to defend our rights and strengthen our union.

You will find all the information you need about delegate entitlement, registration, resolutions and the nomination process for elections in this callout letter.

Whether you’re a seasoned delegate or attending for the first time, your voice matters. I encourage you to participate, connect with fellow members, and help ensure PSAC-NCR continues to be a strong, united force for fairness and dignity in the workplace.

Delegate Registration

Who can be a delegate to the PSAC-NCR triennial convention?

  1. Each Local shall be entitled to one (1) delegate for the first one (1) to two hundred and fifteen (215) members and one (1) additional delegate for each additional two hundred and fifteen (215) members or fraction thereof.
  2. Up to twenty (20) members of their respective Regional Councils shall be delegates
  3. Each active Area Council shall be entitled to elect one (1) delegate;
  4. Each active Regional Women’s Committee shall be entitled to elect one (1) delegate;
  5. Each active Regional Human Rights and Equity Committee shall be entitled to elect one (1) delegate;
  6. Two (2) elected regional National Indigenous Peoples’ Circle representatives shall be delegates;
  7. Each Regional Young Workers Committee shall be entitled to elect (1) delegate;
  8. Component national officers shall be delegates in the region in which they live or work.
  9. Members of the NBoD and full time component vice-presidents shall be entitled to delegate
  10. Component officers as defined in component by-laws that meet the following criteria shall be delegates to their respective regional convention: the officer must be a full voting member of the Component executive and elected by the component convention delegates or the membership at the national or regional level; and the officer must live or work in the Region.

The deadline for receipt of delegate registration is March 20, 2026.

Observer Registration

Members in good standing and guests who wish to attend convention as an observer must complete the online registration form. PSAC-NCR is not responsible for any costs related to observer attendance.  Please note the following details:

  • There is a registration fee of $200 for each observer.
  • All travel-related costs are the responsibility of the individual.
  • Accommodations are the responsibility of the individual.
  • Meals (breakfast and lunch) will be provided onsite, and observers will have access.
  • Loss of Salary will not be covered by PSAC-NCR for observers.
  • Onsite childcare will only be available for observers if there are unused spots available.
  • PSAC-NCR will provide access or disability accommodations for observers when requested via registration.

Due to space limitations, the number of observers is limited and will be selected by the REVP Office.

The deadline for receipt of observer registration is April 20, 2026.

Expense reimbursement and loss of salary

Prior to making travel arrangements, delegates should ensure that they have been granted leave from their employer to attend the regional convention. Actual loss of salary will be reimbursed for working hours lost during the regional convention. There will be no compensation of salary for weekends except for delegates who are regularly scheduled to work on a Saturday or a Sunday upon receipt of official work or shift schedule. There will be no overtime compensation.

Expense Claims

All delegate expense claims must be submitted electronically through the Member Expense Portal (MEP). The MEP is located on the PSAC Members Portal. Claims must be submitted within 90 days of the PSAC-NCR triennial convention. Administrative staff will be available to assist delegates in completing their Convention expense claims if required.

Leave without Pay – Union Authorization Letter

Treasury Board, Parks and CFIA members attending PSAC events covered by any of the following clauses must no longer submit loss of salary via the Member Expense Portal: Members affected will receive a Union Authorization Letter from the Office of the REVP for the PSAC-NCR convention, authorizing their participation in the union activity for which a leave without pay is to be requested.

  • 14.02 (13.02 for CFIA and Parks): representing PSAC on a certification or intervention
  • 14.09 (13.09 for CFIA and Parks): contract negotiation meetings
  • 14.10 (13.10 for CFIA and Parks): preparatory contract negotiation meetings
  • 14.12 (13.12 for CFIA and Parks): Board of Directors and Executive Board meetings and conventions
  • 14.13 (13.13 for CFIA and Parks): representatives’ training courses

The member will enter the leave request for the union activity in their respective Leave Management System and submit an electronic copy of the letter to their delegated manager. The leave recorded in the Leave Management System should only reflect the actual amount of leave required to attend the union event.

Accommodations for Access, Family Care, & Environmental Sensitivities Policy

Family Care

 The objective of the PSAC Family Care Policy is to remove a barrier which may prevent delegates from participating fully in union activities and which provides for the reimbursement of family care expenses. A copy of the policy is available on the PSAC website. On-site childcare at the PSAC-NCR Convention will be provided based on requests identified by delegates in their registration forms.

Access Accommodations

PSAC strives to ensure that our events are barrier-free for all participants with disabilities. Access accommodations will be provided based on requirements identified on the individual’s registration form.

Scent Free

In consideration for the health of members who may suffer from environmental sensitivities or allergies, and with the goal of eliminating a contaminant from the air, PSAC asks that all participants attending the regional convention refrain from using scented products. These include perfume, colognes, as well as scented lotions, hairsprays, deodorants, and other products promoted by the fragrance industry.

A participant who notices a problem is encouraged to address the person in a cordial and respectful manner. Any unresolved issues may be brought to the attention of the organizers who may investigate and attempt to find a reasonable accommodation.

Greening our Convention

PSAC-NCR is committed to reducing our carbon footprint at our events by minimizing paper use, providing clean public water, and recycling and reusing materials. Delegates are strongly encouraged to bring a personal device (laptop, tablet, or smartphone) to fully participate, as all meeting materials—including the agenda, rules of order, and reports—will be available on the Convention App. Power bars will be available at delegate seating. PSAC-NCR supports the delivery of clean water as a public service and has eliminated the practice of purchasing bottled water.

Transportation and Hotel Reservation

Mileage for delegates traveling more than 40 km, one way, from their permanent home address to the event venue will be reimbursed per PSAC’s mileage rates. Delegate registration must be completed and confirmed prior to making travel arrangements.

A block of hotel rooms has been reserved at the Hilton Lac Leamy in Gatineau, QC. All room reservations will be made through PSAC-NCR.  Please note that the hotel requires a valid credit card or debit on file at check-in for a security deposit. Training

Training sessions related to Convention, including courses on Resolution Writing and Convention Procedures, will be posted on the PSAC-NCR website. First-time delegates will have the opportunity to attend a Convention Orientation session prior to start of Convention.

Resolutions

Resolutions can be submitted by the NCR Council, locals, Branches, regional women’s committees, Area Councils, equity committees and recognized PSAC regional committees. All resolutions are to be received by the Office of the REVP for PSAC-NCR. Please submit resolutions in electronic format to: revp.ncr-vper.rcn@psac-afpc.com.  The deadline to submit all resolutions is March 20, 2026.

Format

  • Formatted in 14-point Arial font;
  • Is concise, focused, and limited to 150 words (165 if submitted in French);
  • Utilize either the traditional or clear language format and include the title, originating body and language of origin;
  • Not include any special formatting such as boxes or drawings;

Approval

Resolutions cannot be submitted by individual members. They must be voted on and endorsed by the appropriate originating body (i.e. Local, Area Council, etc.) prior to being submitted.

Content

  • Addresses just one topic (issue) and has one major objective;
  • In simple wording, clearly identifies the issue and the action(s) required;
  • Ensure that each Be it Resolved clearly articulates the action sought and is able to stand alone;
  • Does not call for an action or outcome that contradicts or contravenes the PSAC Constitution; Ensures that the action proposed is within the jurisdiction of the organization to implement;
  • Respects the mandate of convention – i.e. do not submit bargaining demands via a convention resolution;
  • Does not duplicate an existing Resolution of Record;
  • Builds in accountability – i.e. deadlines, who is responsible for implementing the proposed action, what resources are required;
  • Allows for flexibility in implementation, as it’s the end result that counts;
  • Is not calling for something that is already enacted;
  • Applies the Who, What, When, Why and How test;
  • Resolution is submitted by March 20, 2026.

On time Resolutions must be submitted by March 20, 2026.

Late resolutions will be referred to the appropriate resolutions committee for a recommendation and treated as the final order of business at Convention, or by the Region Council following the Regional Convention.

A late resolution cannot be moved up in the order of business by delegate motion.

A call for nominations will be sent under separate cover for the following positions.

a) Regional Executive Vice-President (1)

b) Alternate Regional Executive Vice President (1)

c) Regional Treasurer (1)

d) Members – at – large & alternates (6)

e) Separate Employer & alternate (2)

f) Standing Finance Committee (6)

NOMINATION FORM

The nomination form and details will be posted to the PSAC-NCR website and sent to delegates following the close of registration on March 20th. Nomination forms must be submitted electronically. Should a candidate, nominator, or seconder be unable to sign and scan the nomination form, the PSAC-NCR will accept an email confirmation from the candidate, nominator, and/or seconder as attestation of their signatures.

Eligibility for office

Any member in good standing may run for union office. Candidates for positions elected at the PSAC-NCR convention must also live and/or work in the NCR. The nominator and seconder must be delegates to the PSAC-NCR convention. Nominees who will not be present at the PSAC-NCR convention must submit a nomination form to the NCR Associate Director prior to the start of the regional convention. Nominees who will be present at convention can submit a nomination form to the Nominations Committee prior to the start of the regional convention or be nominated from the floor of the regional convention. Online Convention Resources

A copy of the PSAC-NCR Regional Bylaws is available on the regional website; you may also contact the Office of the Regional Executive Vice-President for a printed copy. Electronic copies of the PSAC-NCR Convention agenda and program, rules of order, copies of resolutions and committee reports, as well as other relevant documents will be made available to delegates no later than 2 weeks prior to the start of Convention via the event App.
