House of Commons arbitral award delivers three key gains for members 

PSAC members working in Reporting and Text Processing at the House of Commons have secured important gains on pay, telework and technological change. 

The arbitral award issued on June 10 settles 12 outstanding issues. Here are the three key takeaways. 

A stronger wage adjustment 

For 2023, PSAC called for members to receive the same 1.25% wage adjustment awarded to the House of Commons Operational Group. The employer proposed just 0.5%. The Board sided with the union. 

Members will receive retroactive increases for each year of the collective agreement: 

  • 2022: 3.5% + 1.25%  
  • 2023: 3% + 1.25%  
  • 2024: 2% + 0.25%  
  • 2025: 2.5%  

Eligible members will also receive a one-time payment of $2,500. 

Protecting an important telework benefit 

The employer sought to remove the overtime meal allowance for members working from home. The Board rejected that proposal, meaning the current provisions will remain in place. 

Stronger protections as technology evolves 

The award also broadens the definition of technological change to include the introduction of new software, systems and equipment. 

As artificial intelligence and other technologies continue to reshape the workplace, stronger language gives the union more tools to respond to these changes and protect members’ rights. 

Together, these gains deliver fairer compensation today while strengthening the protections members will need as their work continues to evolve.
