We are pleased to inform members that the 2026 PSAC NCR Treasury Board Mobilization Summit will be We are pleased to invite members in the National Capital Region to the 2026 PSAC-NCR Treasury Board Mobilization Summit, which will be held in-person on August 22, 2026.
This Summit is an important opportunity for members to come together, build our regional mobilization capacity, and prepare for the work ahead in this round of bargaining.
The conversations and planning that take place at the Mobilization Summit will help shape the next phase of mobilization in the NCR, including the work of a Regional Mobilization Committee. We are looking for members who are ready to take an active role in building power in their workplaces, supporting their locals, and helping sustain pressure throughout the bargaining process.
We are asking each PSAC Treasury Board Local in the NCR to nominate one member to attend the Summit. The ideal participant is someone who is passionate about mobilization, interested in participating in the Regional Mobilization Committee, and is able to take on a leadership role in member engagement and potential strike action.
Participants do not need to be on their local executive to attend. All PSAC-NCR Treasury Board members in good standing from the EB, PA, SV, and TC units are eligible to apply.
All delegates are expected to attend the full Summit.
More information will be provided in the delegate package before the event.
Summit Objectives
PSAC-NCR Treasury Board members will gather to learn together, build relationships, strengthen solidarity and develop a shared plan for mobilization across the National Capital Region.
By the end of the Summit, participants will have worked together to:
- Strengthen their understanding of collective action and worker-to-worker solidarity;
- Build strategic awareness of escalation connected to bargaining milestones;
- Develop practical organizing and mobilization skills at the local and regional level;
- Strengthen leadership capacity and peer networks to support sustained mobilization;
- Identify concrete next steps for regional mobilization work.
The goal of the summit is to support members in building the skills, confidence, and relationships needed to keep members engaged and organized throughout bargaining.
We hope to offer relevant and action-oriented workshops, and meaningful space for strategic planning.
Summit Logistics
Parking will be available at the PSAC office or in the parking lot at Elgin Street Public School. Parking spaces in front of the community centre are extremely limited and require a pass from the centre.
If you have a mobility limitation, and require parking nearby, please indicate this clearly in your registration.
Delegates who reside within 40 kilometres of the venue:
- parking costs, if applicable.
Delegates who reside more than 40 kilometres from the venue:
- mileage or the cost of public transportation;
- parking costs, if applicable; and
- meal allowance for lunch.
Hotel accommodations will not be provided for this event.
Accommodation for Disabilities
The PSAC is committed to ensuring union events are as barrier-free as possible for members with access needs.
Members are asked to specify their access needs on the delegate application form so that PSAC-NCR can support their full participation at the Summit.
Family care
The objective of the PSAC Family Care Policy is to help remove barriers that may prevent members from participating in union activities by providing reimbursement of eligible family care expenses.

Please note that on-site childcare will not be available for this event.
PSAC policies: Anti-Harassment and Environmental Sensitivities
The PSAC Anti-Harassment and Environmental Sensitivities policies will be in effect during the Summit.
To support a safer and more accessible environment for all participants, members are asked to refrain from using scented products of any kind.
Any member using scented products may be asked to leave the Summit.
Selection of Delegates
Delegates must be:
- Treasury Board members in good standing from the EB, PA, SV, or TC bargaining units;
- From a PSAC Local in the NCR;
- Selected on the basis of one representative per Local.
If more than one application is received from the same Local, the Local Executive will be contacted to assist in identifying a representative.
Locals are strongly encouraged to apply an equity lens when considering who to nominate, with the goal of supporting broad, inclusive, and representative participation.
Selected delegates will be advised by personal email and/or telephone call. Please ensure you provide contact information that you will have access to leading up to the Summit and in the weeks that follow. We look forward to bringing PSAC Treasury Board members from across the NCR together to learn, organize and build the solidarity we need for the work ahead.
